Carbon Action Programme
Businesses located in East Devon can access the Carbon Action Programme, including a Carbon Action Fund, which will provide capital funding for a specific ‘decarbonisation’ project identified within a carbon action plan.
The Programme is designed to reduce carbon emissions, cut energy costs and support our Vision for Clean Growth.
The fund will help to:
- Develop resilience from climate change through built environment solutions
- Reduce energy consumption, through built environment and transport solutions
- Support innovation in renewable and energy storage technologies
- Support innovation in carbon capture and storage

Simplified Planning
Local Development Orders (LDO) allow simplified planning to accelerate development within a defined area.
An LDO is in place for Power Park. LDOs are underway for a district heating scheme and in future will be in place for Skypark and Exeter Science Park.
Infrastructure investment
The Zone continues to benefit from vital infrastructure investment to unlock commercial development.
In February 2023, a £4.5m road enhancement scheme at Exeter Airport’s Long Lane opened to boost the local economy. The access allows development of the 8 hectare Power Park, which is expected to create around 500 jobs. The road improvements also provide a direct bus link to the Future Skills Centre and the Enterprise Zone sites.
Investment around the Zone includes:
- £1.1m park and change facility at Exeter Science Park
- £12m upgrade to Junction 29 of the M5
- £9m bypass linking the Airport to Skypark
- New train station in Cranbrook
